This merger was the first in aseries of municipal consolidations in Hampton Roads that resulted in mostof the area being split into independent cities. The main exceptions are portions of Elizabeth City County that are nowpart of Newport News. At the time of the Peninsula Extension of theChesapeake & Ohio Railway, part of the western portion of the countybecame part of Warwick County.
