WIKIPEDIA:
Elizabeth City (or Elizabeth Cittie as it was then called) was one offour incorporations established in the Virginia Colony in 1619 by theproprietor, the Virginia Company of London, acting in accordance withinstructions issued by Sir George Yeardley, Governor.[1]

The plantations and developments were divided into four politicaldivisions, called "incorporations", "burroughs", or "cities". These wereJames City, Charles City, Henrico City, and Kiccowtan or Kecoughtan(later Elizabeth City).[1] Each of the four "citties" (sic) extendedacross the James River, the main conduit of transportation of the era.

In 1634, under the authority of Charles I of England, Virginia wasdivided into eight counties, or shires.[2] One of them was Elizabeth CityShire, later Elizabeth City County. Elizabeth City County existed until1952, when it was incorporated as the independent city of Hampton,Virginia.[3]
https://en.wikipedia.org/wiki/Elizabeth_City_(Virginia_Company)

WIKIPEDIA:
Elizabeth City County was a county in southeastern Virginia from 1634until 1952 when it was merged into the city of Hampton. Originallycreated in 1634 as Elizabeth River Shire, it was one of eight shirescreated in the Virginia Colony by order of the King Charles I. In 1636,it was subdivided, and the portion north of the harbor of Hampton Roadsbecame known as Elizabeth City Shire. It was renamed Elizabeth CityCounty a short time later.

Elizabeth City was originally named Kikotan (also spelled Kecoughtan[1]and Kikowtan), presumably a word for the Native Americans living therewhen the English arrived in 1607. They were friendly to the English, butSir Thomas Gates either worried about safety (including potential attackby the Spaniards and the Dutch) or coveted their corn fields after the"starving time" of the 1609–10 winter. The English seized their landwhile the men were out hunting, and for some reason, the natives neverattacked the settlement in response.

The shire and county were named for Elizabeth of Bohemia, daughter ofKing James I, sister of Princes Henry and Charles.[2]

The town of Hampton, established in 1680, became the largest city inElizabeth City County, and was the county seat.[1] Hampton became anindependent city in 1908, though it remained the seat of Elizabeth CityCounty and continued to share many services with the county. In 1952,Elizabeth City County and the only incorporated town in the county,Phoebus, merged with and into Hampton. This merger was the first in aseries of municipal consolidations in Hampton Roads that resulted in mostof the area being split into independent cities. With few exceptions,modern-day Hampton encompasses nearly all of what was Elizabeth CityCounty.

The main exceptions are portions of Elizabeth City County that are nowpart of Newport News. At the time of the Peninsula Extension of theChesapeake & Ohio Railway, part of the western portion of the countybecame part of Warwick County. This enabled the entire southern end ofthe extension to be in Warwick County. The City of Newport News wasformed out of this portion of Warwick County, and in January 1927 theElizabeth City County town of Kecoughtan was also annexed into the Cityof Newport News.

Since English settlers occupied the former Indian village of Kecoughtanin 1610,[1] and the town at Jamestown was abandoned in 1699, the city ofHampton now claims to be the oldest continuously settled English-speakingcity in North America.

WIKIPEDIA:
Hampton (/ˈhæmptən/) is an independent city in the Commonwealth ofVirginia in the United States. As of the 2020 census, the population was137,148.[7] It is the 7th most populous city in Virginia and 204th mostpopulous city in the nation. Hampton is included in the Hampton RoadsMetropolitan Statistical Area (officially known as the VirginiaBeach–Norfolk–Newport News, VA–NC MSA) which is the 37th largest in theUnited States, with a total population of 1,799,674 (2020).[8] This area, known as "America's First Region", also includes the independent citiesof Chesapeake, Virginia Beach, Newport News, Norfolk, Portsmouth, andSuffolk, as well as other smaller cities, counties, and towns of HamptonRoads.

Hampton traces its history to the city's Old Point Comfort, the home ofFort Monroe for almost 400 years, which was named by the 1607 voyagers, led by Captain Christopher Newport, who first established Jamestown as anEnglish colonial settlement. Since consolidation in 1952, Hampton hasincluded the former Elizabeth City County and the incorporated town ofPhoebus, consolidated by a mutual agreement.
