The United States Military District was a land tract in central Ohio that was established by the Congress to compensate veterans of the American Revolutionary War for their service. The tract contains 2,539,110 acres (10,275.4 km2) in (present day) Noble, Guernsey, Tuscarawas, Muskingum, Coshocton, Holmes, Licking, Knox, Franklin, Delaware, Morrow, and Marion Counties.
By resolutions of US Congress on September 16 and 18, 1776, and August 12, September 22, and October 3, 1780 - they proposed to give land for service and this was later done.
On June 1, 1796, Congress created the United States Military District, sometimes called the USMD Lands, or USMD Survey.
On March 3, 1803, the unclaimed land was divided into one mile (1.6 km) square sections and into half sections, and sold as essentially Congress Lands by the Chillicothe and Zanesville land offices.

Rebecca Carpenter, daughter of Thomas and Rachel Carpenter, was born in Knox county, Ohio, August 8, 1833.
She was married July 24, 1854, to William Ennefer. To them were born twelve children, all of whom are now living. Her husband passed away June 20, 1908, leaving her behind until May 9, 1921, passing on at the age of 87 years, 9 months and 1 day.
In 1860, the family moved from Ohio to Eureka, Illinois, where most of the children were born. Then, in 1876, they moved to Pawnee county, Nebraska, remained there until 1883, when they settled in Jackson county, Kansas, residing on the farm near Circleville, till old age compelled them to retire, when they moved to town ...
She was one of the number who arranged for planting the church of Christ in Circleville ...
She gave to the church two sons as ministers of the word. S. A. Ennefer of Pleasanton, Kans., and William L. Ennefer of Carlsbad, New Mexico.
She suffered a stroke of paralysis in 1915 ...
She leaves besides her twelve children, 39 grandchildren, 27 great-grandchildren, two brothers ...
The funeral was preached ... at the church in Circleville ...

Marcus T. Carpenter, born c1821 in New York, brother of John Chauncy
Carpenter, was also a merchant in Jackson [WDM]. He composed poetry as
a young man and published a collection entitled Memoirs of the Past in
1850 [JBL]. Marcus T. Carpenter died on 25 Aug 1858 at his summer home
three miles west of Jackson [MDAH]. He was unmarried.

If the age tick mark is off by one column upward (I.E. 30 to 39) then this would fit this Joseph b. Dec 1790.
Next door is Daniel Carpenter with age 40 to 49 or b. abt 1791 to 1800. If the same thing happened (tick mark off by one cat plus) then he would be age 50 to 59 or b. abt 1781 to 1789 which mismatches the father reported b. of Feb 1764.
The Daniel mentioned could also be a brother or other relative. But, Joseph reportedly had no brother Daniel ...
Farther down the page is Elijah Carpenter with the age column of 60 to 69 or b. abt 1871 to 1880.
