Dear Momma  You couldn't guess what it is doing.  We are in Kemmerer andit is snowing.  They said that we were coming to a blizzard.  But don'tbe scared because there is no danger.  We arrived at Denver at eighto'clock.  And went up to Uncle Archie's office and he telephoned up tothe house.  And Aunt Murtle was out with Dorthy.  You would give anythingif you could see Dorthy.  She is so sweet.  We saw the mountains.  We arejust now passing some mountains with clouds and snow on.  We are 5500feet above the level of the sea.  We are surrounded with mountains.  Weare just having a picnic.  And more.  We are right in the blizzaed.Excuse my writing on account of the train.  Now I must close with love toall.

Ralph Swisher Russell

Ralph Swisher Russell, physician and surgeon, was born at Metlaltoyuca,Old Mexico, March 22, 1900, son of Calvin Parker and Orissa Anna(Swisher) Russell.

The father, born at Glenns Falls, New York, April 18, 1857, is of Englishdescent, a son of the American Revolution through Captain Parker of thebattle of Bunker Hill. He is secretary and treasurer of the LincolnTelephone and Telegraph Company; vice president of the NebraskaAnti-Saloon League; and treasurer of the building fund of the FirstPlymouth Church at Lincoln. His wife, Orissa, was born at Dayton, Ohio,August 31, 1864, and is very active in Woman's Club work. She is of SwissGerman descent, representing the fourth generation in America.

Dr. Russell graduated from Cherry Street School in Lincoln in 1913 andfrom the Lincoln High School in 1917. He entered the University ofNebraska receiving his Bachelor of Arts degree in 1921, his Bachelor ofScience degree in 1922, and his medical degree in 1925. He has been inactive practice since that date. At the present time Dr. Russell ismanager and owner of the Russell Hospital at Sutherland. He served hisinterneship at the University Hospital in 1925, and took a post-graduatecourse in surgery in 1926.

His marriage to Ruth Elizabeth Carpenter, daughter of A. W. Carpenter andMyrtle Tasker, was solemnized at Lincoln, July 20, 1926. Mrs. Russell wasborn at Denver, June 16, 1903, of Scotch-Irish descent, descended fromGeneral Bliss. They have one son, Ralph born July 23, 1928.

Dr. Russell is a Republican. He served at Camp Taylor, Kentucky, in thefield artillery, during the World War and for the past ten years has beena leader of the Boy Scouts. He was commander of Post No. 208 of theAmerican Legion in 1931, is a member of the Sons of the AmericanRevolution, the First Methodist Church of Sutherland, the Lincoln County,Nebraska State, and American Medical Associations. He is also a member ofthe Red Cross, the Sutherland Commercial Club, the Masons, and the OddFellows. His favorite sports are hunting and fishing. Residence:Sutherland.


James Lee Rankin

Lee Rankin, as he was known, was an illustrious "shirt-sleeve" relative.He was a U.S. lawyer who successfully argued before the U.S. SupremeCourt in Brown v. Board of Education of Topeka (1954) overturning the"separate but equal" doctrine of racial segregation in public schools.He also served as U. S. Solicitor General (1956-1961) and was appointedchief counsel to the Warren Commission investigating the assassination ofPresident John F. Kennedy.

Lee received his A.B. degree from the University of Nebraska in 1928 andhis LL.B. in 1930 from the University of Nebraska Law School.  He wasadmitted to the Nebraska bar in 1930 and practiced law in Lincoln,Nebraska until January 1953 when he was appointed by President Eisenhowerto be the assistant attorney general in charge of the Office of LegalCounsel in the Department of Justice.  In August of 1956, PresidentEisenhower appointed Mr. Ranking to be Solicitor General of the UnitedStates.  From January 1961, he was in private practice in New York City.He accepted the appointment as General Counsel for the President'sCommission on the Assassination of President Kennedy on December 8, 1963.

What follows is a recently declassified HSCA document sent to us byresearcher Peter Vea. It is a report by staffer Michael Ewing of a phoneconversation with Rankin in preparation for his public appearance andexecutive session interview. Rankin was living in New York at the time.It seems that in the intervening years he came to harbor some deepsuspicions about the efficacy of the Commission. In fact, as far as weknow, these are the strongest criticisms of the Commission that we knowof by anyone actually on the legal staff, as opposed to the members ofthe Commission themselves.

"Though I stated that I didn’t want to go into his past work over thephone at this time, he went on to make several points. First, he statedthat he believed that “hindsight makes it clear that both Hoover and theCIA were covering up a variety of items” from the     Commission and hepersonally. He said that the had been continually saddened over the yearsby “all the disclosures about Hoover’s performance in our area and anumber of others.” I commented that he (Rankin) was apparently not one ofHoover’s favorite people and he laughed and said “That is now abundantlyclear, though I’ve never read my dossier.” He said that he finds the FBIperformance “quite disturbing in hindsight.  We would have found theirconduct nearly unbelievable if we had known about it at the time.” Hecommented that the destruction of the Hosty note was “a crime—a crimecommitted by the FBI, and one which directly related to the assassin’smost important actions and motivations during the final days” before themurder. He again said that he finds the Hosty note destruction “almostbeyond belief, just unconscionable.” I commented that we have heardtestimony to the effect that if the staff had known about it at the time,that the decision to use the FBI for investigative work might havechanged.  He agreed, saying, “We couldn’t have used the people involvedin any further way, that’s clear. The FBI would have to have beenregarded as a suspect in that instance and that in turn would haveaffected everything.” He indicated that he would have gotten his owninvestigators at that point.  He further stated that “Hoover dideverything he could” to get the Commission to adopt     the earliest FBIreport on the shooting, which Rankin said “we of course finallyrejected.” He then made a point of inquiring about our work relating tothe CIA-Mafia plots against Castro. He said: “One thing which I think isvery important, and I don’t know if you are     getting into this—and Idon’t know if it is proven or not—is whether the CIA used the Mafiaagainst Castro.” He said that there were reports in recent years thatthis was true and that it involved an assassination conspiracy againstCastro. He said, “Do you know      if this has been proven?” I said yesit had, and briefly explained the history of the plots and theirconcealment from anyone higher than Helms at the time. Rankin thenresponded, “Ah yes. I’ve been very afraid that it was all true. But Ihaven’t followed all the     books and reports in recent years.” He wenton to say, “I would find the plots with the Mafia—the Mafia being mixedup with the CIA and these Cubans—frightening. You’ve got to go afterthat.” He went on to say “That again is something that would have beenbeyond belief at the time.” He said Helms’ role in the plots and hisconcealment of them from the Commission “would have been justunconscionable.” He expressed great anguish over hearing that the plotswere in fact confirmed. It seemed strange that he has not followed publicdevelopments on the plots more carefully, but he indicated that      hesimply does not follow these areas and has not read “any of the ChurchCommittee reports.”  When I said that we were devoting considerable timeto investigating the CIA/Mafia plots he said, “Good, good. That iscrucial.” He went on to say “that would have changed so much back then”if he had known of the plots. He said that he found the plots all themore disturbing in light of the fact that Robert Kennedy was pushing hisinvestigations of the Mafia so heavily during that same period.  Herepeatedly expressed the view that both the FBI and CIA had concealedimportant material from the Commission, and that the CIA/Mafia plotswould have had a “very direct bearing on the areas of conspiracy which wetried to pursue.” He also asked, “Are you looking into the plots on thebasis of whether they were covered up by the CIA because some of the verypeople involved in them could have been involved in the President’sassassination?” I said that yes that was an area of our investigation,and he replied strongly, “Good. Good. You have to look at it that way.” Ialso said that we were looking into charges that Castro might haveretaliated for the plots by killing Kennedy, and he replied, “Where isany evidence of that? I think the other approach would be much morelogical.” This was apparently in reference to probing those involved inthe plots themselves. I told him that we would of course make extensivematerial available to him in reference to our questioning of him, notingthat we want him to refresh his memory as to his old      memos, etc. aswell as other documents that we will give him in advance. He was veryappreciative of this and said he would like to know more about theCIA/Mafia plots and our work on them."

Smith hospital Sunday morning. He had been seriously ill for some time and his death was not unexpected. Hew as about 47 years of age.  Funeral services were held at the home Tuesday afternoon. The member of the Masonic Lodge conducted services at the grave.  The Carpenter family moved to Gentry 37 years ago, where the father, I.W. Carpenter was one of the first merchants of the new town, just opened up on the new Kansas City & Southern Railway. His sons, Ross, Roy and Ray were taken into the business, which later developed into one of the largest and most prominent business houses in Benton County.  Besides his parents, Mr. and Mrs. I.W. Carpenter, he is survived by his widow, Mrs. Mary Carpenter, a son, Dale, two brothers, Ross and Roy, also by three sisters, Mrs. E.E. Freeman of Kansas City; Mrs. Emma Westonhauer, Reedsburg, Wisc. and Mrs. Laverne Stillman, Biloxi, Miss.
